Does this mean, let's pass on the plan (don't do it)
or
Let's continue with the plan (do it)
I think let's continue since pasar can mean to advance (adelantar, avanzar)

I have never heard this as slang for "let´s not do this."
So what you are saying with "pasamos el plan" is "we are passing" or "we passed the plan."
"Let´s pass the plan" as Iseibel said is "Pasemos el plan" or playfully (not gramatically correct) you could say "Pasamonos el plan."
