I would say "la carne molida" or "la carne picada".
¿Puedo tener una libra de la carne molida/picada? - Can I have a pound of ground beef (or meat)?
To convert pounds to kilos, you divide the weight in pounds by 2.2. You can also convert using this calculator.
This "minced" meat can be pork, beef, lamb or poultry.

The back of the Hamburger Helper box calls it carne molida. La Wikipedia says either carne molida or carne picada.

I travel in many Spanish speaking countries and they all say "carne molida"...
And since most use kilograms and not pounds:
medio kilo - half kilo; cuarto kilo - quarter kilo
