Mono (monkey) used as an adjective to mean cute, pretty, lovely.
So this isn't really an idiom, it's slang, to say
He/she/it was truly cute/pretty/lovely.
Does this make sense in your context? I hope so.

It is not an idiomatic expression, but a normal sentence using the colloquial use of "mono" as "cute". The sentence translates perfectly word by word.
