What happened to the little box?!

Hello!
What happened to the little box above the forum that had the link to the Rules and Guidelines for the forum? It's no longer there for me...
I didn't click the "X" in the upper-right hand corner to close it out, so I'm not sure what happened.
Can someone help? Is this happening to anyone else?

P.S: I am using Firefox.

It's gone on IE as well- I didn't notice, but I did notice that the upper right hand corner star, medal and points counters are in the wrong place. See lovely's post yesterday about format change, I think that is about when it happened. - Stadt, Aug 5, 2011
