Joaquín "El Chapo" Guzmán e Ismael "El Mayo" Zambada lideran le cártel de Sinaloa, y de acuerdo a "El Vicentillo", el pacto secreto se dio a cambio de que proporcionen informes de las bandas rivales.

Just a guess here but:

..... and according to " El Vicentillo" the secret deal was given in exchange for them providing reports of rival gangs.
