"vela" in Spanish means "candle." What is a "veladora," to a saint? It would be related to a home altar and lit at night.

Those candles, about 8 cm wide and maybe 6 cm tall, that are placed in churches, in altars or chapels or at the foot of the effigy of a saint, are called veladoras. I believe (as you seem to have said) that home altars with these votive candles are also called veladoras.

Talking of Mexico here... probably the case in many Spanish speaking locations.
