Se puede decir ambas. Dependiente del lugar donde estés.

For anyone wanting to know the answer to this question long time after the question was asked lol) you can say
waste disposal = eliminación de residuos/deshechos.
rubbish /waste collection = recogida de basuras.

I would say "triturador de basura" or just "triturador," but a Cuban relative of one of my friends called it the "Fidel" (after Fidel Castro). Jajajajaja...
