My professor is asking me to answer this question.
I can't quite get the meaning. How to have to be a good movie?? Doesn't make sense?

It doesn't make complete sense in English to be honest

We might say: ''It must be a good movie/film ''

or ''It must have been a good film'' but we would not say/use the grammatical construction: '' how to have to be'' the 'have to' in the centre makes no sense in the context

Are you sure you have understood what he is asking you to say in English?

or are you asking how to say: ''It has to be a good movie'' I would translate this 'sentence as:

= ''Tiene que ser (o debe ser) una buena película''
