Decí is the 2nd person imperative for decir, used in Argentina using the voseo conjugation. Without voseo, we know this as "di".
que tu vida no se haga humo decile no al tabaco
"May your life not turn into smoke, say no to tobacco."

I have no idea unless it's a typo plus an error lol? 
Maybe they wanted to type dicele thinking that meant 'say' or 'tell' but in fact the command form should be 'dile'.
