For the most part estar is used for temporary conditions while ser is used for an intrinsic characteristic of something. But in practice there are a zillion exceptions to the rule, so it's mostly a matter of memorizing the differences in meanings.

This is a total guess (I'm NOT a native!), but I would say that "ser idiota" means that being an idiot is an essential part of the person's character whereas "estar idiota" would mean a person behaved idiotically in some situation but does not normally do so.
I would imagine it's mostly "ser idiota" though.
