Chípil is probably a nahuatl word. He is the child of tit that is jealous because he's going to have a brother and he is afraid of being displaced. And so, chípil or chipilón, is any person who demand attention or affection.

Mi hija está chípil con su nuevo hermano, pero ya se le pasará.

My daughter is jealous of his new brother, but it will pass.

Mi amigo anda chipilón porque su esposa va a tener un bebé.

My friend is jealous because his wife is going to have a baby.

A veces yo también me siento chipilón.

I was not familiar with the word so I checked it in word reference and found this:

It is definately not a bad word.

Chipilona is used in México to express that a woman/girl is sad, a little depressed.
