Sé que se puede usar soló 'en' como 'on' o 'in'. Pero 'en' puede significar 'at', y he aprendido que 'a' significa 'at'. Cuándo se usa 'en' para 'at' en lugar de 'a'?

I know only 'en' can be used as 'in' or 'on'. But it can also mean 'at', and I've learned 'a' means 'at'. When is 'en' used for 'at' instead of 'a'?

Unfortunately, you just have to learn the many, many different uses of "en" and "a" as prepositions. I suggest you look them up in a dictionary and practice using the examples.
