What does "menores" mean?

I was trying to translate an article from CNN's website and can only guess that it means "minors" or "kids"? The headline is: ""Menores de 13 años en Facebook, una invasión que cambiaría a la red".
Just need that word. I'm trying to see what I can get before I start asking questions.

I agree that in this case it means "kids under 18."
"Menores" is really an abreviation of "menores de edad."

"Menores" can also mean something like "younger then"
