dar vueltas: Pensar o reflexionar constantemente sobre algo. "Por mas vueltas que le demos" is something like "No matter how much we think about it" (sort of: "turn it over in our minds"). Hope this makes sense. A bit more context would help in this case.

I read it as "To the flag of my country for more turns that we give it."

At the moment, I am not sure what a more natural translation would be.

Perhaps it carries the meaning of "all the turmoil" as in:

To the flag of my country, for all the turmoil that we give it (it receives).
