They might both be used. If you look in previous threads or in the R A E dictionary you will find that cesto, cesta, canasto, canasta are all used for baskets of different styles or sizes.

in Chile papelero = paperbasket or wastebasket (just paper)

As Qfreed has noted, they are both used in Mexico, but canasta is more common.

And about papelera: This commonly refers to an inundation of paper work, or just a big mess of paper.
