You would say "dos mil nueve" for 2009 and "dos mil once" for 2011.
In order to do this with ease, you really need to learn all of your numbers and be comfortable counting well into the thousands and beyond.

You would say it just like you would if it were a number: 2,009 or 2,011.
2009 = dos mil nueve 2011 = dos mil once
In Spanish we don't say like in English "twenty eleven".
