¿Qué tal? is an informal/casual way of greeting someone.

It can mean, "What's up?", "How's it going?", or "How are you?" [but again, in a very casual way].

If someone asks you, "¿Qué tal?", you can respond, "Muy bien, gracias.¿Y tú/usted?"
