Gastar can mean either to waste or to spend when it comes to money, depending on context. In the sentence you gave, it does seem to imply "to waste" or "misspend". But look at this sentence:

¿Cuánto gastaste en el auto? = How much did you spend on the car?

And yes, "malgastar" is another word you can use for waste/misspend money.

No. It means Don't spend money.

Don't waste money = No malgastes el dinero

"No malgastes mi dinero". If you mean "gastar" you say "no gastes mi dinero".

That doesn't make sense I thought waste and spend money in English were the same, I have always used gastar dinero not malgastar

Money is either spent (gastar) or misspent (malgastar). "Misspent" is the same as "wasted", no?
