I am translationg documents for a school system and am not sure of the best way to say that phrase. Would it be: Nuevas reglas y nuevo certificado de inmunizacion para el estado Nuevos reglas y certificado del estado de inmunization or maybe a combination of those?

What is the best, most clear, most formal way to say that?

Hi popl. While your answer has some merit, most people here know that, and most soon realize that the machine translators are extremely flawed. Jenn gave us a decent translation already, so clearly, she didn't need the translators. - Goyo, Jun 26, 2011
What she wants is the *correct way to say it*. Thanks for trying to be helpful though. I'm glad you're here doing that. - Goyo, Jun 26, 2011
