By being polite, I suppose:
Please give me that book.... -> Por favor, dame ese libro.
Can I borrow that book? - > ¿Me prestas ese libro? / ¿Puedo tomar prestado ese libro?

If you want to borrow the book, then you should ask its owner to lend it to you, and not to give it to you. This being the case, you can say "Préstame el libro por favor," or "Quisiera pedirte prestado el libro."
Keep in mind there are many other ways to say this.
