Welcome to the forum!
As I understand "preemptively", it is an adverb to describe an action that is taken as a precaution or preventive measure to avoid another potential action that could result.
Maybe someone else can give a better answer, but this response will bump your question up again.

I've got this in my dictionary.
Preemptory challenge / Recusación preventiva
Our dictionary seems to prefer preventive - which I suppose is related.
Preemptive means to "get in first"
Also
evitar
A good training course will pre-empt many problems.
Un buen curso de formación evitará muchos problemas.
