As I understand "preemptively", it is an adverb to describe an action that is taken as a precaution or preventive measure to avoid another potential action that could result.
Maybe someone else can give a better answer, but this response will bump your question up again.

Our dictionary seems to prefer preventive - which I suppose is related.
