Cuando se empieza una cuestion con "Será que...." es el equivalente de "Is it that" o "Could it be that"
Por ejemplo:
¿Será que planean algo vil? = "Is it that that they're planning something evil/vile?" o "Could it be that they're planning something evil/vile?
Además, ¿se puede utilizar "podría ser" and lugar de "será que?"

The future tense is also used to indicate conjecture or probability in the present time. In English, expressions such as probably, must, I/you think are usually used rather than the future tense.
- ¿Dónde estará María? Where do you think Mary is (right now)?
- Estará en casa. She is probably at home.
- ¿Qué hora es? What time is it?
- Serán las ocho. It must be 8:00. (Or: It is probably 8:00, I think it's 8:00, etc.)

Será que = Could it be that or Can it be that
¿Será que es medianoche? Could it be that it's midnight?
Será que son sabios. = It could be that they are wise men.
Sí, se puede utilizar "podría ser que" en vez de "será que". = Yes, you can use "podría ser que" instead of "será que" .
I'd go for "Could it be...?
And ... yes, in that case I think that change "podría" with "será" doesn't change the sense of the question.
