Puede aprender inglés si puedo aprender español.
If you want to be more emphatic:
YOU can learn English if I can learn Spanish.
Usted puede aprender inglés si yo puedo aprender español.
Emphatic and informal:
Tú puedes aprender inglés si yo puedo aprender español.

I agree with your last sentence because two people are being compared, so both pronouns are necessary. However, I would use the "Si yo puedo" part first - 005faa61, Jun 11, 2011
