When do you use one over the other? They seem both to be used for was.

One is the preterite tense of the verb ser and the other is the imperfect tense. They both mean "was" in English... but in Spanish, you need to distinguish between these two past tenses. Here is a link that may be of help: Preterite v Imperfect

Yes, they both mean "was," but "era" is the imperfect conjugation of "ser" and is used to say "I/he used to be" and "I/he was" and "fue" means, "He/she/it was" or "He/she/it went." Espero haberte ayudado con mi resquesta.
