How does tener and haber work together in this sentence?
I'm trying to understand phrases that use tener and haber forms together. for example: "Tiene un equipo de sensores que permitirán encontrar a las personas vivas, o las que tengan poco tiempo de haber muerto.

Even though they both mean "have", dont think of them like that. They are totally different.
tener is posssion (las que tengan poco tiempo = those who HAVE/POSSESS a little time)
haber is the helper verb. (de haber muerto = "of having died" where "having" is the helper verb)
Actually, this is a weird sentence for me, we would say:
Llevan poco tiempo muertos.
It has to do with the construction similar to asking someone how old they are. In English we say "How old are you," but in Spanish it´s "¿Cuantos años tienes?" So the phrase "tengan poco tiempo de heber muerto" just means "died not long ago" or "recently deceased."
Tiene un equipo de sensores que permitirán encontrar a las personas vivas, o las que tengan poco tiempo de haber muerto.
Hs/she/it has sensor equipment that will allow them to find living people, or those that have been dead a short time.
The first tener is just a regular to have. The second one is to have time, like in tener años. Haber is being used as part of a perfect verb form, in the sense of to have been dead.
