"Keep Off"

We're trying to keep people off retaining walls

Some suggestions:

Electrify them

Cover them in dirty grease

Use barbed or razor wire

Build another wall more attractive for seating purposes a few meters from the walls on which you don't want people to keep on

Put angry wasps on them

I don't know of a simple way to say just "keep off" but you could say one of the following:

Prohibido sentarse en los muros. Don't (It's prohibited to) sit on the walls.

Prohibido subir los muros. Don't climb the walls.

Prohibido caminar en los muros. Don't walk on the walls.

I particularly like afowen's fourth suggestion though

I like the dirty grease idea. You could try placing chairs all around the walls so that there would be some alternate seating as well.
