Hola Sr. Ian.
In Bolivia, we called "maestro" to those people who are qualified to do a craft, a job or a task (e.g. maestro albañil, maestro cerrajero, maestro carpintero, maestro pintor, maestro plomero, etc.). They could have learnt their knowledge mainly by experience.
"Contramaestro", has a less category, they aren't qualified as a "maestro", but they are able to do the same job under the maestro's supervision.
Since they have a certain ability, people hires them to do less important or less quality tasks.
As an example, for contractors, the range of workers are as follows: Supervisor (Eng. or Arq.), Capatáz, Maestro, Contramaestro, Ayudante/Peón
As you could see, these kind of advertisements are found in constructions and workshops.
I found these in the web:
Perhaps they meant "contramaestres" (foremen)?
contramaestre
com.
This is the definition of the word, however, it does not work here at all, not in Spain, anyway.
I suppose, they mean oficial y suboficial.
Just a thought.
