Hi and welcome to the forum.

Context tells you which one to use.

¿Cúanto pesas? (How much to do weigh?)

Cuesta dos pesos. (It costs $2)

Just a thought, this expression comes from a time when all money was measured by the weight of the precious metal the standard unit contained. In Spain, when using silver, they used pieces of eight to break down the quantity of the primary unit. For this reason the expression two bits means .25c, one quarter of a piece of eight.

Your best bet is the context. Understand the rest of the sentence, and you should be able to tell!

Welcome to the forum. The simple answer is you can't. That's true of most words in most languages. What does the word wind mean? You have to have the context to tell.
