You can't say "venir" unless you are in London when you say that sentence; if you use "venir", you should always be able to add either "here" or "with me" without messing up the sentence. Also, in Spanish we write "Londres".

Siento mucho no poder ir contigo a Londres.

Siento mucho no poder ir a Londres contigo .
