Becaus the lo ending means it and is out of place. You could say in response to what do you do with you time by saying suelo pasarlo.. because it idenifies the time without mentioning it. You could say tiendo pasar, which means I tend to spend, but with normalmente, it has to be paso, I spend.

Pasarlo is the infinitive form pasar plus the singular masculine object pronoun lo. Together it means to pass (spend) it, so:

Normalment pasarlo mi vacaciones = Normally to spend it my vacation(s).

You need to conjugate pasar to specify the subject (I), and whatever refers to vacaciones needs to be plural, which is why it needs to be mis instead of mi. If you didn't want to keep repeating vacaciones you could say:

Normalmente las paso... = Normally I spend them...

Vacation is plural in Spanish, whether you're talking about one vacation or more than one. It's also feminine, so it has to be las instead of los.
