If it was 'quero', it would be a regular verb. It is an irregular verb. There was a time in the past where most of the sounds of an stressed 'e' became 'ie' under certain circumstances, which is why 'quiero' is irregular. Other verbs created or popularised later in history did not undergo this change, so they remain regular.

I can't believe I wasted several days of my life trying memorize that fake list of irregular verbs in English with made up forms like "saw" or "blew", when in fact, they are all regular.
