I love those combinations.

El libro está sobre la mesa. El libro está encima de la mesa.
Eso "por sobre" me parece un error.

The "por" in both cases shouldn't be there.

por encima de - that means "over", doesn't it?
Ella tira la pelota por encima de la mesa. She throws the ball over the table.
Él salta por encima del agua. He jumps over the water.
