look into vs to look into

could you tell me please, if there any difference between to look into and look into?

To look into = a phrasal verb (to investigate)
a look into = a compound noun.
"look into" could also be used as a command.
Mark, look into my eyes and tell me the truth.
versus
Mark tried to look into her eyes, but found it difficult to keep eye contact with his mother.
I have wanted to look into this since last month.
When I looked into it I found nothing unusual.
