The accents (´) are used to indicate what syllable is stressed, and to differentiate words that otherwise would look the same, e.g. "si" (meaning "if") is not stressed, while "sí" (meaning "yes") is stressed, so it has an accent.
The letter "ñ" is used when the word has this sound in it. The word "pena" means sorrow, but "peña" means "crag"; these two words sound different and are not related in any way whatsoever, the same way that "wane" and "vane" are not related even though "w" is made out of two "v".
