In English, aquel is usually translated to that as an adjective and that one as a pronoun. In your sentence, you are using it as an adjective, so you can't use aquello.

You can say "aquel día", so I don't see why you can't say "aquel invierno".

Aquello refers to something unspecific.

Aquel refers to something "over there" (out of reach of you and the person you are talking to) and I'm not sure you would say "that winter over there".

But I may be wrong.

I have seen aquel used for more distant times and ese for more more recent past times- but have not developed any sense as to where the transition is.. - Stadt, May 17, 2011

Yes, aquello is neuter a demonstrative pronoun.

Aquello es una monstruosidad.

That (unspecified thing over there) is a monstrosity.

If I was walking along a lake and saw a huge sailboat out in the water, I may say to my wife:

Aquel velero es muy grande!

Actually, she doesn't understand Spanish, so I would say:

That sailboat is huge!
