Comunero can mean lots of different things.

Here's what the RAE Dictionary says:

comunero, ra. (De común).

1. adj. Popular, agradable para con todos.
2. adj. Perteneciente o relativo a las Comunidades de Castilla.
3. m. Hombre que seguía el partido de las Comunidades de Castilla.
4. m. Der. Hombre que participa en una comunidad de bienes o derechos.
5. m. pl. Pueblos que tienen comunidad de pastos. ? V. retracto de comuneros

In Latin America the word has been widely adopted by leftist movements to mean someone who participates in a Commune, and /or a militant of a Communist party.

It does not always mean rebel, although that's one meaning that can be assigned to the word, mainly by the press.

Without context, therefore, it's impossible to be sure about what the word you say may really mean.
