Bidé or bidette is a personal hygiene device, that is used for washing one's private parts.
When you have grown in a culture where they are common, you miss them when you go to a place that does not have them, and wonder at the lack of hygiene of those cultures.
Like everything else it's mostly a matter of what you grow up with, I guess.
