"el pepeo o el pesoy"? natives, please help

I was watching a video by a journalist on the El País portal, and he said a phrase that sounds to me like "el pepeo o el pesoy" (it's not, I know).

The speaker is Spanish and talks quite fast so it's hard for me to understand this part.

The sentence goes like this: "".....lo que aquí está en cuestión no es tanto la disputa entre ??????????? o entre los constitucionalistas de un color o de otro....."

Link to video (skip to 1:40 for the sentence): http://blogs.elpais.com/la-voz-de-inaki/

Gracias de antemano

the journalist is talking about the two main political parties in Spain:

PP = Partido Popular

PSOE = Partido Socialista Obrero Español

You can read them as "pepe" and "pesoe". The sentence was "el PP (pepe) o el PSOE (pesoe

Oh, but of course!

I listened to that part ten times over, but it didn't occur to me they could be abbreviations.

Thanks a lot!
