Could this be translated as "has to be?"
If "he sido" does not translate to "has to be," then how is it said?

You do not need the personal pronoun since he sido can only be translated as I have been :) - FELIZ77, May 11, 2011

Tener que ser/estar = To have to be
As in: I have to be good = Tengo que estar bueno(a).
