Redundant direct object pronouns are used when the direct object (quien) precedes the verb. I would suggest lo (3rd person, singular). However, in Spain the leísmo (le) is often used and even in L.A. with the verb llamar you often see le used as a direct object.
Whichever you choose, te is not an option as the d.o.p. refers to the d.o. [whom.]

You cannot use a personal pronoun in this phrase because "A quién" in the question indicates an unknown recipient.

A quién llamas is complete,and needs nothing else.

It actually does not make sensed, sometimes the worksheets are really weird, sorry about that.
