On a Mexican birth certificate, what does "Leida la presente acta ratificaron y firmaron los que saben" mean? Also what does " Es copia expedida" mean?

Apparently it deals with those who know how to write their names and those that have to "make their mark" or leave a fingerprint.
Es copia expedida is ambiguous without more context. It could just mean that someone paid extra to have the birth certificate copy processed more quickly (faxed or emailed). An expedited copy.
