I speak texas dialect spanish is hallar mean to find in spanish? im chicano, ive never heard of encontrar

In Spain "hallar" is rather formal (but understood by everyone), while "encontrar" is the commonly used term. "Encontrar" is the obvious cognate for "encounter", from the same Latin root.
