The appropriate use of "Te"

Is there a rule about pronouns that requires the following sentence structure: "Te estoy hablando a ti," which translates "I am talking to you." It seems to this novice of spanish student that "Estoy hablando a ti" says the same thing. Is there a reason that it is prefaced with "Te"

That is saying that if the «a xxxx» is a pronoun, then you must also have the i.o.p. or d.o.p.
