What exactly is the question? It looks like « things to consider before making your conclusion concerning the value of a piece of property.»
It could also be talking about considerations meaning promises or payments, for example, a payment to be made before a, appraisal is issued or a promise to remove an encumbrance or encroaching object before the appraisal is given.
