what's the difference between 'Me' and 'He'?

Sometimes I received is 'He recibido' and sometimes is translated 'He recibido'. Why? Are there different pronouns for some tenses?

Me is a personal pronoun.

He is the 1st person, singular, present tense, indicative mood conjugation of the verb haber. In forming the English "Perfect" tenses it being used as an auxiliary verb (have, has).

Yo he recibido

I have received.

Me = me

He + [participio] = (I) have + [past participle]
