If it's el, is this also the case with the article of every other singular feminine noun that start with 'a' or 'ha'? Or are there exceptions?

It's la aportación.

You're a bit off with the "rule". The only feminine nouns that take the masculine article el are the ones that start with a stressed 'a' or 'ha' sound, e.g. el agua, el águila, el ama, el hada, el habla, etc. Aportación, obviously, is not one of those.

Note that this happens only in the singular; they take the feminine article las when in plural form (las aguas, las águilas, las amas, las hadas, las hablas).
