Uumm, there is a poem to this effect. An old man sits by the city gates. An immigrant comes along and asks him what kind of people live in this city. The old man asks him what kind of people lived in the place the fellow left. The traveler says, "Idiots, fools, thieves, wastrels and every other kind of undesireable!" The old man says, "too bad, you will meet the same kinds here". Another guy comes along and asks the same question and gets the same response to which he replies, "Good people all! Kind, respectful, helpful, generous, wise and all good things" and the old man tells him, "You will find the same kinds here"
Each person sees in others a reflection of whatever he is himself.
Everyone's a thief in one form or another. Some people steal intangibles: ideas, credit, the spotlight and others steal physical objects both big and small: pens from the bank, extra soda from the "no free refils" machine, jewelry. In short, every single person has "stolen" in one form or another, just in different conditions. Some of them "innocent" thieving.
A thief thinks that everyone thinks like a thief.
Along similar lines of thought, "It takes a thief to catch a thief".
I suppose the highest sense of ethics expected in a thief is represented in the expression, "honor among thieves", which allows that the fundamental basis of the minds of thieves is not altered by this higher sense of honor.

But I think it depends on the thief and why he steals.

I think the proverb is speaking about the mindset of people in society today. Somebody might think that they have to steal in order to make ends meet or survive. The thief's motives might be pure (to feed his/her family or to do everything he/she can to survive) but still wrong. I think this brings to light a crucial point of helping one another out even if it is not money driven and simply just being there to listen. I hope I'm close and enjoy your threads DJ, thanks.
