Is ''Te le entregaron'' wrong??
Is "Te le entregaron" wrong? Do I have to use ''Te entregaron a él'' or do we hava a chnage in meaning?

In any case the use of "le" in this phrase is a common mistake in some northern regions of Spain called "leismo" you should write or say "te lo entregaron"
What you're asking doesn't make sense. If you say Te entregaron you are saying they delivered it to you. So you can't say a él or le, which mean to him. You can only use one indirect object pronoun at a time or else it will not make sense.
