¿puede existir difrencia del significado entre estas dos oraciones? ''Recurro a Ud''. frente a ''Le recurro.''

"Recurrir a alguien" (resort/appeal to someone) is correct, and "recurrirle" is incorrect, like Gekko said, because "a alguien" is not a direct object, but a prepositional one of a different kind that cannot be replaced with a pronoun. You can "recurrir una sentencia" (appeal against a sentence).

Recurro a usted means I resort to you to ...(whatever, find a solution, answer, etc,...). Le recurro means that I disagree with you, mostly used in court.
