Huh? "A que llenarla" is not correct. I don't quite understand your question either, but here are two possibilities:
"¿A que la lleno hasta arriba? / ¿A que no la llenas hasta arriba?"
Betcha I fill it all the way to the top / betcha you don't fill it to the top
"Hay que llenarla hasta arriba"
It must be filled to the top.
